Cartels The Labour CS also pledged to crack down on cartels and rogue recruitment agencies exploiting Kenyan youth seeking jobs abroad. "We are working on taking action against cartels and rogue agencies preying on vulnerable Kenyans and those spreading fake job offers abroad," he said.
