The Auditor-General, Nancy Gathungu, has revealed that the National Transport and Safety Authority (NTSA) does not fully control the Transport Integrated Management System (TIMS).
TIMS is a system that handles services like vehicle registration and transfer of ownership, exposing it to revenue leakages and data breaches.
In her 2024 audit report, Gachungu stated that there is no formal contract for TIMS, and the system was moved to the e-Citizen platform in March 2023, which prevents the NTSA from controlling or managing it effectively. "The new system was commissioned in March 2023, for which the authority has no control, as there was no contract for adoption of the system and the system has been migrated to e-citizen," Gathungu said.
